    dis amenity causing noise and smoke pollution to residents It is on this basis that heavy vehicles must be parked at designated parking places located away from residential environment This scheme requires all heavy vehicles in Singapore to have a parking lot in an authorised parking place licensed by the Land Transport Authority LTA When a heavy vehicle is not in use at night between 12 midnight and 6 am it will be an offence if its owner does not park it in its designated parking place Definition of Heavy Vehicle Heavy Vehicle means any heavy goods vehicle or concrete mixer the maximum laden weight of which exceeds 5 000 kilograms any bus with a seating capacity of more than 15 persons not inclusive of the driver any trailer container trailer low loader or flat bed trailer the maximum laden weight of which exceeds 5 000 kilograms and any mobile crane or recovery vehicle the unladen weight of which exceeds 2 500 kilograms Vehicle Parking Certificates VPC Every owner of a heavy vehicle will be required to hold a VPC as documentary proof that his vehicle has a designated parking space for overnight parking The VPC which is non transferable will be required for the registration of a new vehicle road tax renewal and transfer of vehicle ownership The VPC should be valid for the period of the road tax of the heavy vehicle Authorised Heavy Vehicle Parks Heavy vehicle owners may approach HDB URA or other licensed parking operators to acquire overnight parking lots These parking operators need to apply for VPCs on behalf of vehicle owners because the operators are in direct control of the parking lots Click here for locations of authorised heavy vehicle parks Overnight Parking Place within Vehicle Owner s premises Under current legislation a

    been put up more than a year ago There are two simple answers to your questions Because you are entering the CBD cordon and not leaving the Orchard cordon or and Because the gantry discourages motorists from using Orchard Road as a thoroughfare to other destinations in the city area The Orchard cordon and the CBD cordon Orchard Road is Singapore s premier shopping belt The traffic patterns along Orchard Road are different from those in the rest of the CBD hence the gantry at Handy Road serves to demarcate these two areas The ERP charge that you pay at this gantry is not for leaving the Orchard cordon but for entering the CBD Prinsep Street and Selegie Road are part of the CBD cordon as they have been since the Restricted Zone days Motorists using Orchard as a thoroughfare to other destinations The majority of the traffic in Orchard comprised shoppers bound for the establishments in Orchard area However before the Handy Road gantry was put up more than 30 of the motorists were just using Orchard Road as a shortcut to get to outlying areas like Little India and the CBD With the new gantry the through traffic

    recovery crew arrives within 15 minutes At the site they help the motorists and remove any obstructions to restore traffic flow to normalcy The vehicle recovery service is dispatched to the site once an incident is detected along the expressway The recovery crew will also tow the broken down vehicle to the nearest designated carpark free of charge With effect from 18 January 2006 it is an offence if a vehicle owner refuses to allow his vehicle to be towed away by the recovery crew even if the owner is waiting for his own tow truck service that has yet to arrive This is to minimise the congestion and inconvenience caused to other motorists Working closely with the vehicle recovery service crew a team of LTA Traffic Marshals who are Auxiliary Police Officers carry out On Scene Management duties like traffic control and evidence preservation for accidents involving minor injuries This is to improve on the accident clearance time especially for minor accidents The Traffic Police TP will continue to handle all accidents involving injuries and fatalities as well as enforce traffic offences Keeping other motorists informed Motorists are informed of the traffic condition so that they can drive more carefully as they approach the incident site or choose another route Electronic signboards along the expressways and adjacent major roads display messages on the traffic situation ahead Traffic information is also sent to TrafficWatch MediaCorp Radio for broadcast Expanding coverage to Arterial Roads EMAS monitoring capabilities will be extended to 10 major arterial roads in phases over the next few years to better inform motorists of the traffic condition along both expressways and major arterial roads Since 23 May 2011 26 new EMAS Arterial Variable Message Signs AVMS were installed at key approaches along the Woodlands Road Upper Bukit Timah
